Implementation strategies and types of contracts for the coastal highway route E39


Suitability of project delivery method (PDM) greatly influence the project outcome and the decision on which PDM to select is one of the most important part to determine the project success. It is well-known that each of PDM comes up with its own advantages and disadvantages which may suit different project in different circumstances. The Norwegian Public Roads Administration (NPRA) plans a fjord crossings highway route (E39) along the western coast of Norway covering a total of 1100 km and estimated cost of 268 billion Norwegian kroner. While infrastructure projects are traditionally implemented as Design-Bid-Build contracts, the Norwegian Public Road Administration will be influenced by significant changes in the near future when E39 start the execution phase. One of the major changes will be the way which NPRA are going to procure roads. This study will investigate the possible options as well as potential to customize one for E39.
